Description
NASA Ames Research Center is conducting market research for university-provided operational communications and tracking services supporting missions in cislunar space, lunar orbit, Near-Rectilinear Halo Orbit, and on or near the lunar surface. The anticipated provider must furnish antenna time, associated ground-system support, transmission, reception, tracking, radiometric data generation, scheduling, operational execution, service-event reporting, and related data and interface support using university-owned, operated, or controlled facilities and systems. The effort also includes limited mission integration and onboarding support, interface definition, compatibility verification and testing, readiness coordination, operational procedures, service scheduling, outage and anomaly handling, and recurring status and final reporting. The attached draft statement of work identifies deliverables after award, but the current notice requests only a capability statement of no more than 10 pages and feedback regarding small-business participation, subcontracting goals, barriers, and teaming strategies; it is not a solicitation or request for proposals.
