Description

West Basin Municipal Water District is soliciting proposals to replace three process-level programmable logic controllers at the Torrance Refinery Water Recycling Plant. The work includes replacing existing Modicon 984 and Quantum controllers with at least three appropriately sized Modicon M580 controllers supporting remote I/O, integrating the new controllers with the District’s Emerson Ovation distributed control system through a Modbus gateway, and maintaining existing operations, alarms, reporting, and data historization. The selected system integrator will transfer and develop PLC and supervisory control software; design network, panel, and related drawings; develop HMI screens and reports; provide and install supporting Ethernet/fiber network equipment; conduct baseline loop checks, factory and site acceptance testing, startup, and recommissioning of the reverse-osmosis and Biofor systems; coordinate plant shutdowns; and provide updated drawings, programming files, configuration files, licensed programming software copies, user instructions, training, and knowledge transfer. Proposals must include an executive summary, qualifications and experience, key personnel and subcontractors, technical approach and methodology, references, price proposal, and required compliance confirmations.
