Description
The National Heart, Lung, and Blood Institute, part of the National Institutes of Health, is seeking a Study Coordinating Center for an expansion of the Risk Underlying Rural Areas Longitudinal Heart and Lung Study. The contractor will identify two to four rural counties in the Southern Plains region, recruit and examine approximately 2,000 adults ages 25–64, conduct participant follow-up and clinical-event ascertainment, engage communities, and coordinate subcontractors, consultants, study committees, and collaborating investigators. The Southern Plains is broadly defined for this solicitation as Texas, Oklahoma, southern Kansas, eastern New Mexico, and southeastern Colorado. The contractor must procure and operate suitable mobile examination unit(s) and conduct examinations including gated cardiac CT with coronary artery calcium measurement, chest CT imaging, echocardiography, spirometry, ECG, anthropometry, questionnaires, mHealth activities, phlebotomy, laboratory testing, genetic testing, and biospecimen collection and storage. The scope also includes web-based data systems, data and imaging repositories, biospecimen repositories, quality assurance, human-subjects protections, information security, data sharing through NIH repositories, scientific analysis and publications, and potential study closeout or transfer. The parent IDIQ and Task Areas A and B are expected to run from June 1, 2027, through August 31, 2031; Task Area C is a separately funded, potential three-month closeout/transfer task area within that period. Amendment 0001 added responses to ten offeror questions and revised the Statement of Work; the proposal deadline remains November 5, 2026, at 3:00 p.m. Eastern Standard Time.
