Description
The City of Cape Girardeau, on behalf of the Southeast Metropolitan Planning Organization, is seeking statements of qualifications from consulting firms to establish a pool of qualified consultants supporting the organization's continuous, cooperative, and comprehensive transportation planning process. Services may include bicycle, pedestrian, freight, transit, and other specialized plans; traffic studies and modeling; data collection and analysis; transportation planning grant administration; staff support for boards and committees; preparation and updating of core planning documents; and public outreach. Selected firms will enter into General Services Agreements with the City, with specific work authorized through negotiated task orders. The agreement term is five years. Routine data collection services are generally estimated at $5,000 annually; additional data collection tasks will be issued as needed. The number and type of studies will vary with annual planning priorities, available funding, and regional needs. Minimum qualifications include relevant experience with metropolitan planning organizations or comparable transportation agencies, transportation studies, technical reports, public outreach, grant administration, financial records, scheduling, and meeting coordination. Submissions must document firm background, five similar project examples with references, key personnel and resumes, and previous project team experience. The solicitation uses a qualifications-based selection process with weighted criteria for firm background, previous experience, key personnel, and project team experience; selection to the consultant pool does not guarantee a task order.
