The City of Richmond Hill is soliciting qualifications from development teams for the acquisition, immediate stabilization, historic rehabilitation, and adaptive reuse of the approximately 10,538-square-foot Community House and associated 2,374-square-foot chapel. The selected team must comply with local historic district regulations, the Secretary of the Interior's Standards for Rehabilitation, and applicable state and federal preservation requirements. The project may include accessibility and code upgrades, site improvements, rehabilitation of historic features, and preservation-related tax credits, grants, or other incentives. The upstairs ballroom must remain available for City-sponsored events at least twice annually. Respondents must demonstrate organizational qualifications; historic rehabilitation and adaptive reuse experience; experience securing preservation incentives; comparable financing, development, and construction experience; team structure; three comparable projects with supporting details and professional references; a conceptual end-use and redevelopment plan; an implementation schedule covering acquisition through operations; and a historic preservation approach. No purchase price, development fee schedule, detailed pro forma, or financial offer is required at this stage. The solicitation will identify the most qualified team and may lead to interviews, negotiations, or a later request for detailed development and financial terms.
