Description
Nicholasville-Jessamine County Parks and Recreation is soliciting qualifications and proposals from experienced planning and landscape architecture firms to develop a systemwide Parks and Recreation Master Plan. The plan will guide the development, maintenance, programming, management, and funding of 17 parks totaling 359.3 acres, along with recreation facilities, trails, open spaces, and services over a 5- to 10-year planning horizon. The scope includes community, demographic, funding, operations, policy, benchmarking, trends, facility, park-space, geographic distribution, service-equity, and program assessments. The selected consultant must conduct community outreach, at least three in-person engagement opportunities, staff workshops, web-based and statistically valid household surveys, and stakeholder meetings. Deliverables include recommendations for capital improvements, renovations, land acquisition, operations, programs, partnerships, funding, three conceptual park plans, an implementation action plan, draft and final master plans, an executive summary, digital mapping and imagery, GIS data, and hard-copy reports. Proposals must describe the firm, project team, relevant experience, approach, schedule, and all-inclusive fee broken down by phase. Twelve proposal copies are required.
