Description
The City seeks Statements of Qualifications from design-build entities for a project to deliver eight fully operational pickleball courts at Garden Grove Park. The scope includes design and engineering, permitting, site preparation, court surfacing and striping, nets and fencing, accessible routes, site furnishings, pedestrian and parking improvements as needed, drainage, utilities, electrical infrastructure, lighting, signage, and project closeout. Some elements, including shade structures, are identified as potential alternates; irrigation work, tree removal, City inspection and permit fees, and soil compaction testing are excluded from the contractor’s scope. This is the first step of a two-step procurement. The City plans to shortlist the three highest-ranked qualified teams for a subsequent RFP. The SOQ must demonstrate relevant design-build experience, team qualifications, project approach, public-agency experience, references, licensing, and required disclosures. The estimated construction cost is $1,000,000–$1,200,000; the stated estimated guaranteed maximum price is not to exceed $1,200,000. Required qualification materials include the Certification Form, Firm’s Information Form, and notarized Surety Declaration Form. The solicitation also requires the ability to obtain 100% performance and payment bonds and to meet specified insurance requirements.
