Description
The City seeks a multidisciplinary consultant team to prepare a comprehensive Downtown Master Plan and an actionable implementation framework. The work may include community and stakeholder engagement, existing-conditions analysis, downtown boundaries and district planning, land use and development, mobility and connectivity, public realm and green infrastructure, economic development, policy and regulatory recommendations, and development and activation tools. The plan is intended to guide public investment, private development, placemaking, and downtown revitalization over the long term. Statements of Qualifications should describe the firm and team, relevant qualifications and project experience, planning and engagement approaches, methodology, availability, anticipated schedule, and at least three professional references. The solicitation prefers teams with experience in rapidly growing communities and familiarity with Northwest Arkansas or comparable growth regions. Responses are evaluated on relevant experience, team strength, engagement, design, mobility, green infrastructure, implementation success, regulatory familiarity, capacity, and overall approach.
