Description
The U.S. General Services Administration is soliciting sealed bids for the recurring purchase and removal of Government-owned Demilitarization Code A mixed-metal scrap, including construction and demolition scrap, structural steel, machinery, equipment, and components. Army Working Capital Fund scrap is excluded. Estimated annual volume is approximately 1,000,000 pounds, but quantities and availability are not guaranteed. The contractor must provide and maintain five 20-yard and five 30-yard roll-off containers, along with transportation, labor, equipment, and removal services. Materials are sold for recovery and recycling only; resale or reuse as usable items is prohibited. Pricing must be submitted as a percentage of the specified steel scrap market index, to no more than two decimal places. The contract has a one-year base period and four one-year options. A mandatory pre-bid site inspection by appointment is required for bid responsiveness. The bid consists only of the completed and signed Appendix A, submitted as a PDF by email; Appendix B is required only from the apparent high bidder after bid submission. A $25,000 performance guarantee is required from the apparent high bidder as a condition of final award.
