Description
Malama Honua Public Charter School District is soliciting Category One E-Rate bids for 15 or more cellular data lines or hotspots serving remote island locations, compatible with existing hotspot hardware and supporting physical SIM or eSIM activation. Plans must provide native 5G and 4G LTE Advanced access, target at least 25 Mbps download and 3 Mbps upload per device, and disclose any data caps or throttling rules. Educational traffic must not be throttled below 10 Mbps download. The district prefers terms of three or five years, with voluntary extensions, and will not exceed 60 months for the cellular service. The district is also seeking three bundled non-fiber internet solutions, each including internet service and a transport circuit, with a minimum of 600 Mbps download and 35 Mbps upload and the ability to increase bandwidth during the contract. Fiber alternatives should be quoted if available, including symmetric service. Bids must identify eligible and ineligible services and costs, include the provider's SPIN and current FCC Form 473 or evidence of filing, identify all fees and surcharges, offer SPI or BEAR payment options, and remain contingent on E-Rate funding and final board approval. Price is the primary evaluation factor, followed by meeting overall needs, school-district experience, E-Rate capability, and local presence.
