Description
The New York State Department of State's Office of Planning, Development & Community Infrastructure is soliciting applications for Coastal Lakeshore Economy and Resiliency (CLEAR) Implementation Design Grants. Funding supports feasibility studies, engineering reports, preliminary or 30% designs, and equivalent work for nature-based shoreline protection, resilient stormwater and water/wastewater systems, and blue-green infrastructure projects serving coastal Lake Ontario communities. Completed designs must include, at minimum, a project summary or objectives, current conditions, project need and alternatives analysis, schedule, and anticipated costs. Projects must advance Article 14 of the New York State Environmental Conservation Law and address at least one CLEAR recommendation. Applicants must include public engagement, establish an advisory project committee, demonstrate project readiness, and explain how the design will leverage future implementation funding. The program makes approximately $1,500,000 available, with a maximum award of $300,000 per project. State assistance may not exceed 90% of eligible project costs, requiring a 10% eligible local match; grant administration may not exceed 15% of the award. Applications must be submitted through the Consolidated Funding Application by 4:00 PM on October 26, 2026. The application must include the Gender-Based Violence and the Workplace Certification or an explanatory signed statement, the MWBE Compliance Form, and any applicable municipal consent, county, or joint-applicant resolutions or memoranda of understanding. A 30% MWBE goal applies, and the solicitation identifies a 6% SDVOB goal, with SDVOB participation strongly encouraged.
