Description
The Jacksonville Public Library is seeking a single-source award for a three-year multi-year license agreement for web hosting services from Pantheon Systems, Inc. The services are required for the library's website, jaxpubliclibrary.org. Pantheon is the sole proprietor and manufacturer of Pantheon Web Hosting and is the only provider that can meet the library's specific needs. The required services include dedicated hosting to accommodate substantial traffic (up to 420K average monthly visits) with no additional costs due to overage. The hosting must offer built-in redundancies for automatic and on-the-fly backups, robust monitoring software (including New Relic Pro), multiple site instances for development and testing, and best-in-class website uptime of 99% or greater. Additionally, the solution requires faster page load speeds with Global CDN caching, robust security with automated HTTPS, rate limiting to mitigate threats, the ability to designate a team for specific tasks, a 24/7 ticketing system with rapid response times, support for identifying and solving platform stability issues, seamless version control utilizing a DevOps workflow with Git, and secure SSH tunneling for code deployment. The proposed contract term is three years, with an estimated maximum indebtedness not to exceed $75,518.00. Year 1 is from October 1, 2026, to September 30, 2027, at $25,069.00. Year 2 is from October 1, 2027, to September 30, 2028, at $25,069.00. Year 3 is from October 1, 2028, to September 30, 2029, at $25,380.00.
