Description
The County seeks a contractor to calculate arbitrage rebates and assess yield-restriction requirements for its and affiliated agencies’ tax-exempt long-term obligations. Services include preparing rebate reports and certifications, required IRS forms and filings, supporting cash-flow and investment-earnings analyses, and advising on regulatory compliance, deadlines, accounting practices, and post-issuance tax-compliance procedures. The contractor must also assist with IRS audits or examinations and provide periodic training, including at least one in-person session at County facilities. The response must include the County’s required forms, a technical response addressing qualifications and references, a completed payment schedule, and acceptance of or exceptions to the draft agreement. The anticipated term is a one-year base period with four one-year options.
