Description
The State seeks weekday courier services throughout North Dakota, excluding government holidays. Services include scheduled pickups and deliveries of mail, packages, pharmacy totes, briefcases, and laboratory specimens for multiple state agencies and participating entities. Routes include recurring daily schedules and occasional pickups; contractors may optimize routes or combine services as long as all required pickup and delivery times are met. Vehicles must be enclosed, locked, and secured when unattended, and contractors transporting infectious substances must have appropriate training and meet applicable transportation requirements. The contractor must have at least three years of courier-services experience within North Dakota and be able to begin service no later than January 1, 2027. Bidders must price the specified route groups and complete the bid response form. Award is to the responsible, responsive bidder with the lowest price; each group must be completed to be responsive. The resulting state cooperative purchasing contract has an initial term ending December 31, 2028, with up to two 24-month renewal options and a possible extension of up to 12 months. Required insurance includes commercial general liability, automobile liability, and workers’ compensation.
