Description
The City of Newport News, through the Economic Development Authority of the City of Newport News, Virginia, is soliciting bids for the rehabilitation and modernization of an approximately 4,650-square-foot former railway station at 2295 Harbor Road for conversion into a restaurant. The scope includes interior dining, private dining rooms, lounge areas, kitchen space, restrooms, exterior dining and bar functions, and associated architectural, structural, mechanical, electrical, plumbing, civil, and site improvements. The work includes historic masonry cleaning and repointing, structural repairs, roofing, windows and doors, finishes, HVAC, utilities, ADA improvements, site work, and installation or resetting of extensive commercial food-service equipment. The bid includes a base lump-sum scope, two deductive patio/bar alternates, quantity allowances for unsuitable soil and trench excavation, and designated unit prices. The contractor must have at least seven years of relevant construction experience, a valid Class A Virginia contractor's license, City registration, and historic masonry experience. Substantial completion is required within 270 days and final completion within an additional 30 days; liquidated damages are $1,650 per calendar day for late substantial completion and $825 per calendar day for late final completion.
