Description
The Department of Veterans Affairs is soliciting firm-fixed-price unarmed, uniformed security guard services for Jesse Brown VA Medical Center's emergency department and five affiliated locations: Auburn Gresham, Lakeside, Chicago Heights, Harrison Psychosocial Rehabilitation and Recovery Center, and Adam Benjamin Jr. Outpatient Clinic. The contractor must provide personnel, supervision, transportation, uniforms, communications equipment, training, supplies, patrols, access and alarm monitoring, incident reporting, emergency response, and related security duties. The requirement includes a dedicated in-house or in-field supervisor responsible for inspections, coverage, training, reporting, and coordination across all sites. The base period begins February 1, 2027, with the Harrison and Adam Benjamin locations beginning March 1, 2027; four option years extend performance through January 31, 2032. The Jesse Brown emergency department requires continuous 24/7 coverage, while the clinics require weekday coverage. Offerors must submit pricing, technical capability and recent experience information, three relevant references, a completed limitations-on-subcontracting certification, current liability insurance documentation, and applicable federal, state, and local licenses. The procurement is set aside for certified Service-Disabled Veteran-Owned Small Businesses, and the contractor must comply with the applicable limitations on subcontracting. Amendment 0003 clarifies that offerors may submit proposals while Illinois and Indiana licensing applications are still in process, provided they submit proof that the applications have been filed with the respective state offices. All required state licensing must be supplied before the anticipated December 1, 2026, award date, and the amendment must be signed and submitted with the offer.
