Description
The City of Lancaster is soliciting proposals for a five-year contract to provide scheduled and as-needed armed and unarmed security services. The scope includes security officers, lead officers, field and event supervisors, vehicle patrol, overnight patrol, emergency call-outs, access control, patron and visitor screening, crowd and queue management, interior and exterior patrols, incident response, daily activity logs, incident reports, and coordination with City staff, emergency responders, and law enforcement. The contractor must furnish labor, supervision, uniforms, licenses, permits, communication equipment, transportation, reporting, and other resources required for performance. Armed services require applicable California Bureau of Security and Investigative Services qualifications and may be authorized for assignments involving elevated security needs. The Lancaster Performing Arts Center is the principal anticipated service location, with additional potential assignments at Zelda's 750 West, the Lancaster Museum of Art and History, parks, community facilities, public programs, festivals, concerts, athletic events, public meetings, and other City facilities. Proposals must include an operational security plan, staffing and management approach, technical proposal, cost proposal, required certifications and licenses, references, and completed solicitation forms. The cost proposal must be submitted separately from the technical proposal through the City's electronic bid management system.
