Description
California faces a shortage of licensed Adult Residential Facilities (ARFs) and Residential Care Facilities for the Elderly (RCFEs) that accommodate residents receiving or applying for Supplemental Security Income/State Supplementary Payment (SSI/SSP) or Cash Assistance Program for Immigrants (CAPI). Many facilities accepting these residents in Sacramento County and statewide are closing or reducing capacity due to rising housing costs outpacing benefit amounts. Sacramento County's Department of Child, Family and Adult Services (DCFAS), Senior and Adult Services (SAS) Division, is soliciting applications from eligible ARFs, RCFEs, and Residential Care Facilities for the Chronically Ill (RCFCI) that serve these Qualified Residents and require facility repairs and/or upgrades. Funding is available for deferred capital projects, both interior and exterior, within the facility's property lines, as well as for repairs necessary to meet licensing standards. The program aims to preserve existing facilities, prevent closures, maintain bed availability for qualified residents, and avoid resident displacement to homelessness. The Community Care Expansion (CCE) Preservation Program, established by Assembly Bill 172, addresses this shortage. The California Department of Social Service (CDSS) oversees the program, with Sacramento County DCFAS serving as the local administrator. The CCE Preservation Program provides funding for capital projects and operations to ARFs, RCFEs, and RCFCIs serving Qualified Residents who are at risk of closure or reducing their service capacity.
