Description
The State of Hawaii Department of Health, through its Rural Infrastructure for Care Access and Rural Health Transformation Program, is seeking a qualified nonprofit organization to establish and operate a statewide Independent Physician Incubator. The contractor will support independent primary care and specialty physicians through practice-management and business training, financial and revenue-cycle support, technology assistance, insurance and contracting guidance, recruitment and onboarding, and best-practice and patient-centered-care programming. The scope also includes developing a statewide strategic plan; creating a neighbor-island and specialty-care physician referral system; implementing a comprehensive care-management system for patients discharged from hospitals; establishing an Independent Physicians Council; providing a fully equipped Physician Office and Training Center; and conducting recurring coordination meetings, monthly status reporting, quarterly program reviews, annual reporting, and ad hoc support. The initial contract term is estimated at October 1, 2026, through July 31, 2027, with up to four additional one-year periods or fractions thereof, subject to funding. The State has budgeted up to $5,000,000 for the contract. Proposals must address organizational capability, methodology, staffing, comparable projects, references, deliverables, and detailed pricing.
