Description

Charles County Government is soliciting bids from qualified contractors to provide on-call, as-needed construction services for stormwater facilities. The scope includes roadway repairs associated with pipe crossings at driveways and roads; drainage and stormwater management work; stormwater facility maintenance; pond maintenance; stream restoration and stabilization; erosion and sediment control; storm drain installation, repair, cleaning, and replacement; traffic control; landscaping; and related labor, equipment, materials, surveying, testing, permitting, and inspections. Individual task orders may not exceed $300,000, and the County intends to establish contracts with multiple contractors without guaranteeing any minimum amount of work. Bidders must submit unit pricing for an extensive labor, equipment, and materials bid schedule and provide the required experience and compliance forms. The solicitation requires at least five completed projects of comparable magnitude within the past two years, including experience in storm drain repair and maintenance, stormwater pond maintenance, and roadway repair involving pipe crossings. A five-percent bid bond is required with the bid; performance and labor-and-material payment bonds equal to 100 percent of the contract price are required at contract execution. The base contract runs through December 31, 2027, with four optional one-year renewals.
