Description
The Iowa Department of Public Defense is soliciting a complete upgrade of the existing USFilter lift station controller and operator interface. The scope includes retrofit control equipment, an Allen-Bradley CompactLogix PLC with I/O modules, a 7-inch color touchscreen operator interface, power supply and surge protection components, Ethernet switching, Modbus gateway, intrinsically safe barriers, relays, terminal blocks, pilot devices, a submersible level transducer, and new licensed-frequency radio telemetry equipment with antenna components. All parts must comply with Build America, Buy America requirements unless an exception is approved in writing. The vendor must provide control-panel design, submittals, operation and maintenance manuals, fabrication and wiring, PLC/operator-interface programming and testing, on-site labor for panel modifications, programming of the existing water-plant SCADA and radio communication systems, operator training, and one first-year site visit for programming changes or training. Existing power-distribution equipment, float switches, and Camp Dodge-monitored systems are excluded from the upgrade scope.
