Description
The City of Brookfield is seeking a qualified assessment firm to serve as its statutory assessor and provide comprehensive property assessment services for assessment years 2027 through 2030. The scope includes revaluation, annual assessment maintenance, market analysis and adjustments, assessment of new and partially constructed properties, agricultural use-value assessments, land divisions, property records, sales reporting, assessment rolls, notices of changed assessment, Open Book sessions, Board of Review support, appeals, and required reporting to county and state authorities. Respondents must propose either or both of two service approaches: interim market updates with continuous annual market maintenance, or periodic market revaluation with annual maintenance. Proposals must address firm and personnel qualifications, Wisconsin municipal experience, project approach, timeline, references, conflicts of interest, and annual pricing for both options. The selected consultant must provide assessment data and digital property photographs in compatible database or spreadsheet formats, support GIS integration, provide customer and municipal outreach, and attend relevant meetings and proceedings as needed.
