Description
The U.S. Fish and Wildlife Service seeks firm-fixed-price, design-build services to improve the Aucilla Tram Road Bridge and associated water control structure at St. Marks National Wildlife Refuge. The work includes field verification, structural and engineering design, permitting, construction, testing, training, and closeout. The completed solution must provide permanent access from above to every stop-log board and retaining device without requiring personnel to enter the water, crawl beneath the bridge, or rely on a portable davit, crane, or temporary platform for routine operation. The contractor must replace existing timber stop logs with heavy-duty aluminum stop logs and provide corrosion-resistant guides, lifting provisions, seals, and positive retention hardware. The project also includes any necessary bridge-deck or water-control-structure modifications, replacement of deficient bridge guardrails and related traffic-safety features, installation of two OM-3L and two OM-3R object markers, and vegetation trimming near the west-approach load-limit sign. The existing bridge structure, foundations, deck, and concrete water-control structure are intended to remain and be reused where practicable. Bridge rails must meet AASHTO MASH Test Level 2, and a Florida-licensed structural engineer must support permitted structural modifications. Proposals require a technical quote, preliminary project schedule, relevant experience for at least two projects completed within the past five years, pricing for all quote-schedule items, a completed Standard Form 1442, applicable amendments, and representations and certifications. Award will use lowest-priced technically acceptable procedures.
