Description
The Florida Department of Commerce, on behalf of the Florida Defense Support Commission, is seeking a contractor to conduct research and analysis of Florida’s military and defense interests and develop a comprehensive Florida Military Current and Emerging Issues Summary Report. The work includes reviewing policies, programs, data, funding mechanisms, infrastructure, workforce, military installation, veteran, defense-industry, and related issues; identifying risks, opportunities, pending decisions, and matters requiring immediate attention, near-term action, continued monitoring, or longer-term planning over the next four years; and developing recommendations for state leadership. The contractor must also design and implement stakeholder engagement involving military installations and commands, National Guard and Reserve components, defense and aerospace industries, government entities, economic development organizations, educational and research institutions, workforce organizations, veterans’ organizations, and military communities. Required deliverables are a Florida Military Current and Emerging Issues Assessment, a Stakeholder Engagement Report, and a final Summary Report, with draft and final versions in specified editable, PDF, and print-ready formats. The anticipated contract period is November 2026 through January 2027, with deliverables due within 45 business days of contract execution. One contract is anticipated, and subcontracting requires prior written approval.
