The Wasatch Front Regional Council and Mountainland Association of Governments are establishing a prequalified consultant pool for planning and technical assistance projects. Services may include general plans, active transportation plans, station and small-area plans, parks and open-space plans, transportation corridor and master plans, parking studies, market analysis, economic development plans, zoning and design ordinance writing, and related public engagement and conceptual design. The pool also covers travel demand model and real estate market model development, including calibration, validation, forecasting, data preparation, visualization, transit and active transportation analysis, freight modeling, and model application refinement. Consultants must submit qualifications for at least one project category and may submit for multiple categories. The procurement uses a qualifications-based selection process; cost is not a factor in evaluation. Selected firms will be available for as-needed projects through the end of 2028, subject to requalification requirements. A Certificate of Liability Insurance must be included with the SOQ.
