The Defense Logistics Agency Energy is soliciting offers for the sale of approximately 25,000 barrels, or approximately 1,050,000 U.S. gallons, of Fuel Oil Reclaimed (FOR), NSN 9140-01-068-6903. The product is sold as-is, with an estimated quantity subject to a plus-or-minus 10 percent variance, and must be purchased and removed in full for the line item. The purchaser must provide a barge or other conveyance and its own offload mechanism. The purchaser is responsible for arranging shipping, complying with hazardous-material, environmental, safety, and transportation requirements, and removing the product as soon as possible. Offers must include the completed and signed Exhibit A, applicable Section H certifications, the pickup mode, unit price, total price, company name, and CAGE code. Initial offers may be submitted by email or facsimile. Within two business days after award, the purchaser must provide an irrevocable standby letter of credit equal to 20 percent of the contract award.
