The Naval Surface Warfare Center, Crane Division intends to award a five-year sole-source Basic Ordering Agreement to Argon St. Incorporated for support of Common Chassis Electronic Support Measures Weapons Replaceable Assemblies, Shop Replaceable Assemblies, and sub-assemblies. The scope includes repair, rework, maintenance, engineering and logistics support, research and development, test and evaluation, training, data collection, and travel in support of specified unmanned aircraft, maritime patrol and reconnaissance aircraft, submarine systems, and Naval Undersea Warfare Center programs. The amendment increases the contract ceiling from approximately $3.4 million to $8.4 million without changing the period of performance. The agency cites a lack of sufficient technical data, re-engineering and re-certification costs, environmental qualification requirements, and schedule impacts as the basis for restricting competition. Although the notice permits responsible sources to submit capability statements for consideration, the draft agreement will be issued directly to the identified source and no solicitation will be posted.
