Description
The City of Mukilteo is soliciting qualifications from development teams to lease and develop a 1.19-acre waterfront site on Puget Sound. The City seeks a long-term partner with the vision, experience, financial resources, and creative capacity to create a year-round destination featuring hospitality, dining, retail, cultural amenities, and public gathering spaces, with authentic Pacific Northwest design and respect for the site's Indigenous heritage and maritime identity. The selected development partner will enter into a ground lease of up to 80 years for Lot 5 and collaborate with the City and the Port of Everett as adjacent waterfront development programs advance. Teams selected through the RFQ will be invited to submit a future development proposal including conceptual design plans, a development pro forma, a development timeline, and proposed lease terms, followed by negotiation of a long-term lease and development agreement. The site is a former U.S. Air Force tank farm that has been remediated, but residual subsurface contamination and an environmental covenant restrict residential use; proposals must demonstrate financial viability under a commercial-only program as a fallback. Potential incentives include funding contributions toward public amenities, streamlined permitting, reduced parking requirements, and discounted building permit fees.
