Description
The Defense Logistics Agency Energy is soliciting commercially available Turbine Fuel, Aviation JA1 and JAA, together with into-plane refueling support for military and federal civilian customers at specified commercial airports across the SOUTHCOM region. Each airport location will be evaluated and awarded independently. Required delivery modes vary by airport and include into-plane, into-plane with fuel system icing inhibitor, and into-truck; offerors must price every delivery mode identified for each applicable CLIN. The solicitation covers fuel delivery, refueling operations, airport fees, foreign taxes and duties, price escalation using designated Platts publications, and compliance with aviation fuel quality, filtration, safety, access, and servicing standards, including MIL-STD-1548H and DLA Energy quality provisions. Quantities are estimates for the entire four-year performance period and are not guaranteed. Offerors must submit a signed Standard Form 1449, completed Offeror Price Breakdown Sheet, a Certificate of Analysis or Certificate of Quality for each line item offered, and, when the offeror will not perform refueling itself, a commitment letter from the applicable refueling operator or fixed-base operator using the attached template. Proposals must be in English, priced in U.S. dollars per U.S. gallon, and submitted by email. The resulting contract is a fixed-price requirements contract with economic price adjustment, with orders issued from January 1, 2027, through December 31, 2030.
