Description
The State of Utah is seeking a qualified consultant to lead development of a science-based Conservation Agreement and Strategy for Wilson's Phalarope, a migratory shorebird dependent on saline and alkaline lake habitats throughout the western United States. The work will address conservation needs, threats, habitat and food resources, monitoring priorities, research gaps, conservation actions, responsible parties, funding opportunities, implementation timelines, measurable outcomes, and methods for evaluating effectiveness. The strategy may also assess other species with similar habitat requirements, including Eared Grebes. The contractor will coordinate with the Utah Division of Wildlife Resources, the Public Lands Policy Coordinating Office, and a broad group of agencies, tribes, local governments, researchers, water managers, landowners, and conservation organizations. Required work includes managing scientific information and datasets, facilitating stakeholder and technical meetings, maintaining schedules and project records, preparing draft and final strategy documents, incorporating technical and partner review, and obtaining documented partner commitments. The base work period is 12 months, with an overall 18-month contract term for closeout and related administration. The total budget may not exceed $75,000 for the 12-month work period. Proposals must include a technical response addressing the stated criteria, a completed cost sheet, and required portal certifications and vendor information.
