Clinton-Essex BOCES is soliciting proposals for point-to-point wide area network transport between its designated locations, with dedicated symmetrical bandwidth of at least 10 Gbps and scalability to 25 Gbps. Offerors may propose services over third-party networks, leased lit or dark fiber, or a self-provisioned applicant-owned network. Self-provisioned solutions require construction of four fiber strands (two pairs), with four strands intended to be lit in the first year, and must include site delivery, construction, permitting, rights-of-way, pathway work, demarcation at the building MDF, testing, restoration, documentation, and project management. The solicitation also requests Category One maintenance and operations for leased dark fiber and self-provisioned networks. Maintenance proposals must address 24/7 coverage, a two-hour response requirement, routine maintenance, break/fix service, service levels, repair procedures, and related documentation. Pricing is requested for 36- and 60-month service terms, with five optional 12-month renewals for recurring services; maintenance pricing is requested for a 60-month term with five optional annual renewals. Proposals must include a solution description, implementation timeline, network diagram for each endpoint, pricing, and three current or recent equivalent-customer references for each proposed option. The provided pricing attachment must be completed and submitted in XLS or XLSX format.
