Description
SEDA Council of Governments is soliciting proposals for a qualified energy auditor to support state- and utility-funded weatherization programs in Columbia, Juniata, Montour, Mifflin, Perry, Snyder, and Union counties. The auditor will conduct residential energy audits, blower door and other in-home testing, heating-appliance efficiency testing, energy education sessions, and detailed work-scope development for weatherization crews. The contractor must supply required testing equipment with compliant calibration documentation; complete audit forms, work orders, selected-measure lists, photographs, and required client signatures; and enter or upload information to applicable HEAT, Hancock/MINT, and SharePoint systems. Required qualifications and certifications include OSHA 10/30, DOE Lead Safe Weatherization, Pennsylvania L&I certifications and listed weatherization training, EPA Lead RRP, and BPI HEP Auditing Certification. Proposals are limited to 8–10 pages and must address experience, prior agency contracts, weatherization knowledge, conflicts, task timelines, pricing, and two to three relevant references.
