Description
The Colorado Department of Corrections, on behalf of the State Board of Parole, seeks qualified professionals to conduct parole eligibility hearings, revocation proceedings, rescission reviews, and other Board proceedings. Duties include reviewing case files and evidence, examining offenders and witnesses, applying applicable statutes and policies, making findings and decisions, and preparing and transmitting official hearing records. Hearings are conducted by teleconference or videoconference, with an estimated 10–20 hearings per week. Services are billed per hearing. The awarded provider must have a law degree and an active Colorado law license, and must personally conduct all assigned hearings; subcontracting is prohibited. The proposal must include the required completed exhibits, including a price quote, vendor information, a W-9, conflict-of-interest and out-of-state performance disclosures, and a resume template for proposed personnel. A copy of the law license is required with the bid. The contract is anticipated to run from November 5, 2026, through June 30, 2027, with up to four additional one-year renewals.
