Description
The Pennsylvania Department of Corrections (DOC), Bureau of Correctional Industries (CI), is issuing this Invitation to Qualify (ITQ) to identify and qualify responsible and responsive Contractors to provide a wide range of commissary products for resale to inmates within the state prison system. Products may include food and beverages, medical products, personal hygiene items, apparel, footwear, and specific electronic items. CI operates three commissary warehouse locations throughout Pennsylvania: SCI Albion, SCI Houtzdale, and SCI Mahanoy. Qualified Contractors will be eligible to respond to future Request for Quotes (RFQs) for specific commissary product needs. Contractors must demonstrate a minimum of two years of experience in the relevant material categories they intend to qualify for. All employees of awarded Contractors are subject to complete background investigations and security clearance processes, especially delivery drivers. The term of any resulting contract will commence on the Contract Effective Date and end on June 30, 2032, with no renewal options. Suppliers must register in the PA Supplier Portal and create a user profile within the JAGGAER portal to submit qualifications electronically.
