Description

Santa Clara Valley Transportation Authority is seeking a qualified, California-licensed Construction Manager/General Contractor to provide preconstruction services and, if a Guaranteed Maximum Price is negotiated, potential construction services for a zero-emission bus charging infrastructure project. The scope includes procurement and installation of up to 55 overhead inverted pantograph charging dispensers, up to four containerized charging stations, medium-voltage electrical distribution infrastructure, transformers, charging cabinets, gantry structures, and related civil and utility work. The contractor will collaborate with the retained designer and VTA stakeholders on constructability reviews, value engineering, design development, cost estimating, risk mitigation, permitting, construction phasing, scheduling, quality control, safety, and coordination with PG&E and the City of San Jose. The project must maintain 24/7 yard access and operations during construction; the proposal assumes 15 utility potholes. The initial contract is limited to Tasks 1 and 2 preconstruction services for a negotiated lump-sum fixed fee, to be completed within 240 calendar days after the preconstruction Notice to Proceed. Procurement of long-lead items and Stage 1 and Stage 2 construction services may be authorized by amendment, subject to GMP negotiation, Board approval, funding availability, and VTA's discretion. The construction budget is currently estimated at $15,000,000 to $20,000,000, with medium-voltage switchgear installation required by December 31, 2028 and overall construction completion and system commissioning targeted for Summer 2029. Addendum 1 requires a QA/QC program narrative, a level-of-effort and staffing-hours narrative, the revised Cost Proposal and References forms, and acknowledges that no DBE contract goal applies.
