The Naval Sea Systems Command (NAVSEA) requires support for management, engineering, operation, and technical expertise for the activation, operations, maintenance, and engineering of equipment, systems, and computer programs at the Surface Combat Systems Center (SCSC) in Wallops Island, VA. This support is for all NAVSEA and Program Executive Office, Integrated Warfare Systems (PEO IWS) missions and projects performed at SCSC, which provides integrated warfare capabilities for the warfighter. The SCSC facilities include headquarters, the AEGIS Engineering and Training Complex, the Ship Self Defense System (SSDS) Facility, the Sensor Test Site, and the Wallops Island Engineering Test Center (WIETC). This requirement will be competed under the SeaPort-NxG contract vehicle. The anticipated contract type is Cost-Plus-Fixed-Fee (CPFF) with a base period of twelve months and four option years, each consisting of twelve months, for a total of sixty months if all options are exercised. The prime contractor's facility must have a SECRET facility security clearance, and all individuals performing support must have at least a SECRET clearance. An Organizational Conflict of Interest (OCI) clause will be included, requiring offerors to certify no OCI or provide a mitigation plan.
