Description
The City of Sumner is seeking qualified consultants to provide construction management services for the Fryar Avenue Shared Use Trail Project, a federal-aid project. The scope includes construction management and inspection, construction administration and document control, weekly meetings, change and risk management, contractor schedule review, RFI and submittal coordination, pay estimates, force-account tracking, material testing and records, temporary erosion and sediment control oversight, record-drawing review, construction-quality issue tracking, and material-delivery monitoring. The consultant must use a cloud-based document-control system accessible to the City. The Statement of Qualifications must include key-staff resumes, team composition, relevant experience managing at least three similar projects within the past three years, experience with contractor payments, estimating, change orders, schedule review, protests and claims, submittals and RFIs, familiarity with applicable construction methods and WSDOT/FHWA standards, and at least three past-performance references. The submittal is limited to 10 pages, including the cover letter and title pages, but resumes are excluded from the page limit. The contract is expected to last approximately 18 months, with an option for the City to extend it; payment will be based on time and materials subject to a negotiated not-to-exceed amount.
