Description
The State of Wisconsin Department of Workforce Development, on behalf of the Division of Vocational Rehabilitation, is requesting bids for statewide payroll and employer of record services for DVR consumers participating in internship/temporary work and on-the-job assessment placements. The contractor will serve as employer of record and provide participant onboarding, time-sheet processing, weekly payroll, payment by check, debit card, or direct deposit, payroll tax withholding and reporting, W-2 preparation, wage and hours verification, payroll registers, accounting, and related technical assistance and training. The contractor must also provide workers' compensation coverage and other required insurance coverage for applicable job categories, maintain participant confidentiality and fiduciary protections, and store all information in the United States. Approximately 2,400 individuals per year received these services between 2023 and 2025; quantities and total contract spending are not guaranteed. The initial contract term is one year, from October 1, 2026, through September 30, 2027, with up to four additional one-year renewal periods by mutual written agreement. Bidders must provide at least three similar references from the past five years and complete the required price, qualification, certification, and debarment forms. The State intends to award one contract based on the lowest total price from a responsive and responsible bidder.
