Description
The New York State Department of State's Office of Planning, Development & Community Infrastructure is offering grants to eligible New York counties, regional planning councils, and qualifying not-for-profit organizations for Countywide Resilience Implementation Strategy Plans. Applicants must synthesize existing plans, studies, datasets, geospatial analyses, and stakeholder knowledge rather than create a new stand-alone plan or vulnerability assessment. The work must identify and prioritize climate-related resilience risks across sectors, engage stakeholders and residents, and develop actionable, implementation-focused strategies. Required outcomes include a countywide resilience needs assessment; a priority portfolio with project profiles for at least 10 resilience projects; implementation-advancement products for at least two projects, such as feasibility studies, benefit-cost analyses, preliminary engineering reports, conceptual designs, 30% designs, permitting strategies, or grant applications; and a final implementation plan with an executive summary, project portfolio, implementation recommendations, maps, technical analyses, and supporting appendices. Approximately $1,000,000 is available, with a maximum award of $250,000 per application. State assistance may cover no more than 90% of eligible project costs, requiring a documented 10% eligible local match. The contract period may not exceed three years. Applications must address MWBE good-faith participation requirements and a 6% SDVOB goal.
