Description
The City of St. Charles is soliciting bids for thermography inspection of its 12.47 kV electric distribution system, including overhead primary lines and equipment, substations, transformer connections, pad-mounted transformers and switchgear, underground facilities, and selected rear-lot facilities. The contractor must provide qualified and certified thermographers with utility-equipment experience, equipment, labor, traffic protection, personal protective equipment, and related incidentals. The work includes inspections during specified operating hours and delivery of a report sheet for every anomaly containing visible-light photographs, color thermographs, temperature analysis, anomaly identification and description, location, and severity classification. The contractor must also provide a detailed final report in agreed printed and electronic formats and immediately notify the City of emergency or high-risk findings. The contract term is three years, with work performed between July 17 and September 15 during each applicable service period. The response package requires the Cover Page, Signature Page, Price Proposal Page, Certification of Compliance, Service Provider Response Requirements, five similar-project references, evidence of financial stability, a W-9, credentials or licenses, a subcontractor/other-firm listing, a Certificate of Insurance, and the required business and litigation-history information.
