Description
The City of Elgin Utilities Department is requesting proposals from qualified engineering firms to perform a PFAS treatment evaluation and powdered activated carbon (PAC) optimization study for the Leo Nelson Riverside Water Treatment Plant. The work will assess the City's existing PAC and granular activated carbon (GAC) processes and identify a dependable treatment strategy under seasonal and elevated-source-water conditions. The scope includes reviewing existing data, conducting approximately twelve months of seasonal bench-scale PAC testing, comparing the current PAC product with at least three alternatives, evaluating application points, doses, contact times, solids contact, and taste-and-odor impacts, and sampling GAC filters of different ages. The selected engineer must recommend operating triggers, PAC and GAC strategies, process modifications, monitoring approaches, and conceptual capital and operating costs. Deliverables include a study plan, testing summaries, draft and final reports, and a City review workshop. The anticipated total project budget is not to exceed $200,000, including a separately identified $50,000 analytical allowance.
