Description
The City seeks a labor relations consultant to serve as its chief negotiator in bargaining successor memoranda of understanding with seven employee bargaining units, advise City staff and elected officials on employer-employee relations, and support bargaining strategy, meet-and-confer sessions, proposal drafting, research, and cost analysis. The consultant will also advise on impasse procedures and may represent the City in fact-finding sessions. Negotiations are expected to begin in mid-February 2027 for successor agreements starting July 1, 2027. Proposers must demonstrate at least five years of labor negotiation experience, including work with California local government agencies, and submit a proposal describing relevant experience, bargaining approach, proposed staffing and lead negotiator qualifications, three client references (at least two local government agencies), and a detailed fee proposal. The response is limited to 20 pages, including the transmittal letter but excluding exhibits; the transmittal letter is limited to one page. The City expects the selected consultant to attend bargaining sessions and City Council meetings in person as needed, though some meetings may be held by video conference.
