Description
Muscatine Power and Water is soliciting sealed bids for a complete Continuous Emissions Monitoring System (CEMS) and auxiliary systems. The scope includes bidder drawings and submittals; one CEMS enclosure; sample probes and umbilical lines for both stacks; sample conditioning equipment; analyzers; an instrument panel; calibration gas equipment; a system controller; and a data acquisition and handling system (DAHS). The CEMS will be installed indoors on a mezzanine, with ports and other connections outdoors at the exhaust stacks. The contractor must provide factory testing and integrate the new equipment with the existing plant DAHS and emissions-reporting platforms. The project must comply with applicable Inflation Reduction Act domestic-content requirements for structural steel. Required response materials include bid security, proposed project and delivery schedules, a payment schedule, a cancellation schedule of values, the bidder’s data sheet, a domestic-content compliance narrative, previous experience and references, present commitments, a subcontractor list, and the sealed bid form. Bids must be prepared on the provided form and submitted electronically through Ion Wave.
