Description

Escambia County seeks a qualified professional firm or multidisciplinary team to develop a comprehensive, data-driven Watershed Management Plan for the Bayou Grande watershed. The work includes reviewing existing studies and watershed data; identifying data gaps, vulnerabilities, and opportunities; and coordinating with community members, technical experts, project partners, and Naval Air Station Pensacola. Public and stakeholder engagement must continue throughout the planning process, including meetings, workshops, and documentation of input. The plan must identify and prioritize implementable projects addressing stormwater, flooding, water quality, habitat, shoreline erosion, coastal and community resilience, and public access. For prioritized projects, the consultant will develop conceptual designs, cost estimates, potential funding strategies, permitting considerations, property needs, and implementation timelines. Deliverables include a stakeholder engagement plan, data inventory and gap assessment, project prioritization methodology and list, preliminary cost estimates, funding and implementation strategy, conceptual designs, draft and final plans, and supporting technical and community-engagement materials. Proposals are limited to 30 pages, excluding required purchasing documents, and must include an approach and work plan, relevant project experience, key personnel qualifications and availability, and an initial pricing estimate.
