Description
The Gordon County Board of Commissioners is soliciting proposals from qualified consulting firms to conduct a comprehensive Classification and Compensation Study, Organizational Review, Job Description Audit and Development Project, and Workforce Planning Assessment for all County departments and positions. The County is seeking a partner with demonstrated experience in public-sector human resources management, local government compensation and classification systems, and organizational efficiency reviews. The primary goal is to create a fair, competitive, legally compliant, and sustainable system that supports employee recruitment, retention, and future growth. The selected consultant will perform an extensive review of all organizational functions, job descriptions, staffing needs, and future workforce requirements. Key objectives include assessing the current compensation plan, identifying and classifying positions, conducting external market salary surveys, developing a comprehensive compensation plan, and providing recommendations for its administration. Additionally, the project involves reviewing departmental structures, workflows, and reporting relationships to identify opportunities for operational improvements and increased efficiency. All existing job descriptions will be reviewed and updated, and new ones created as necessary, ensuring compliance with federal and state employment laws. The project also includes evaluating anticipated needs to develop workforce planning strategies and recommend organizational structures for future growth. Proposals must include an executive summary, firm qualifications, project team details, a detailed project methodology, a project schedule with milestones and deliverables, at least three references from similar governmental projects completed within the last five years, and a detailed cost proposal. Evaluation criteria will focus on technical and functional merit, vendor experience and qualifications, cost-effectiveness, project management approach, and support and training.
