REQUEST FOR PROPOSALS Solicitation Number: RFP-2026-3500-WP-02 The City of Charleston is accepting proposals for Project 3500 Western Peninsula Offering - Civil Engineering and Landscape Architecture Services. The City will receive proposals until September 21, 2026 @ 2:30pm at 2 George Street, Ste. 3600, Charleston, SC 29401. There will be a Mandatory Pre-Proposal Site Visit on August 24, 2026 @ 1:00pm at WestEdge Redevelopment Parcels. Questions are due no later than 5:00pm on August 28, 2026. Description
The City of Charleston is soliciting proposals from qualified firms for civil engineering and landscape architecture services for the Western Peninsula Offering under Project 3500. The primary site is the approximately 15-acre WestEdge Redevelopment Parcels adjacent to the WestEdge district along the Ashley River. The scope includes specialty consulting necessary to produce permit-ready and construction-ready documents, Board of Architectural Review submissions and presentations, community engagement, LIHTC compliance documentation, and full construction administration through certificate of occupancy, including responses to requests for information, submittal reviews, and change-order evaluations. Special inspections, materials testing, and third-party commissioning retained by the owner or contractor are excluded. The proposal must address the primary site; the optional Gadsden Green alternate may be proposed separately. Proposals must demonstrate team capacity and state assumptions for phasing, schedule, program, and fees. No fee information should be submitted with the proposal for this qualifications-based selection; compensation will be negotiated with the highest-ranked firm. The base proposal limit is 20 pages for one offering, with up to two additional pages for the alternate approach and schedule narrative. A Local and SBE Participation Plan is encouraged, but no numeric participation mandate is established. Addendum 3 extended the second question deadline from September 16, 2026, to September 21, 2026.
