Description
The Bureau of Reclamation requires services to bring the Cutter Lateral Water Treatment Plant (CLWTP) to current Federal Information Security Management Act (FISMA) security standards. The contractor must address security control deficiencies, support the Plan of Action and Milestones (POA&M), develop or update system documentation including a System Security Plan, provide project management, a communication plan, network diagrams, standard operating procedures, a quality control plan, and monthly progress reports and invoices. The contractor must also provide a Performance Work Statement, Contract Data Requirements List, project timeline, and related compliance documentation. The work also includes reestablishing and updating the communication link between the Navajo Tribal Utility Authority's Escrito Mesa Data Concentrator and the CLWTP, including PLC software modifications, HMI graphic updates, and data mapping for equipment status, tank levels, and alarms. An agency-discretionary option covers programming and integration of the DZ Booster Pump Station, including display updates, data transmission, and onsite startup and commissioning support. The base period of performance is one year and six months after award.
