Description

The Middle Peninsula Planning District Commission is soliciting professional services for the Guinea Resilience & Innovation for Tidal Wetlands (GRIT) Phase I project. The selected prime technical contractor will prepare a Comprehensive Existing Conditions Report; identify data gaps and support field verification of critical design elevations; develop conceptual and preliminary alternatives for marsh-edge stabilization, dune and beach restoration, wetland restoration, and hybrid nature-based structures; prepare a Basis of Design Report; perform resilience feasibility and land-conservation suitability assessments; and produce GIS datasets, maps, cost estimates, and implementation recommendations. The project seeks to safeguard and restore tidal marshes, dunes, and beaches through nature-based and hybrid shoreline solutions, with the stated program targets including protection of up to 1,000 acres under the National Coastal Resilience Fund and protection of 400 acres and restoration of up to 3 acres under related climate-resilience funding. Additional responsibilities include environmental review documentation, at least one field-verified draft Joint Permit Application package, coordination with project partners and regulators, quality control, monthly progress reporting, participation in monthly coordination meetings and quarterly briefings, and attendance at least two in-person community or stakeholder events. Optional Task 8 covers additional LiDAR, bathymetric, biological, or other field data collection. The proposal must address the listed technical and qualification sections, including an approach and methodology, schedule and deliverables, firm and team qualifications, response capability, insurance, at least five similar projects, at least three references with contact information, supporting data, and any proprietary information submitted separately. The cost proposal is struck from the proposal-format requirements. The project is to be completed before December 31, 2026; a requested extension to December 31, 2027 is under review.
