Description
The Commander, Navy Installations Command (CNIC) intends to award a no-cost contract to support the implementation of the Navy Law Enforcement Officers Safety Act (LEOSA) Program. This program allows qualified Navy active duty, retired, and separated personnel to carry concealed firearms. The contractor will be responsible for providing a turnkey solution for the production, manufacturing, inventory, and delivery of LEOSA credentials to all eligible applicants. Revenue for this contract will be generated from LEOSA application fees collected from individual applicants, with no reimbursement from the Government. The contractor will be responsible for initial screening of applicants, including verifying eligibility according to Department of Defense Instruction 5525.12. This involves collecting documentation such as SECNAV 5580/1, DD-214, driver's license, qualification certifications, passport-style photographs, fingerprints (for 926C applicants), and Unit Commander Approval Letters (for 926B applicants). A comprehensive background check and applicable law enforcement terminal system check will also be conducted. The contractor will need to provide personnel including a Program Manager, SME-Terminal System, Administrative Assistant, and SME-SFMIS. Technical requirements include producing a secure and valid credential with security features such as guilloche printing, micro-text, and hidden images. The manufacturing facility must be ISO 14000, ISO 9001:2000, and NASPO certified. Credentials must be delivered within 5 business days of eligibility determination. The contract will have a base period of 365 days with four one-year option periods.
