Description
Louisville/Jefferson County Metro Government is soliciting consulting services for departments managing federal U.S. Department of Housing and Urban Development entitlement funds, including Community Development Block Grant, HOME Investment Partnerships, Emergency Solutions Grant, and Housing Opportunities for Persons with AIDS programs. The scope includes technical assistance for policy and procedure revisions, asset management, cross-cutting federal requirements, and compliance for CDBG, HOME, ESG, and HOPWA programs, as well as consulting for Office of Housing and Community Development projects regardless of funding source. Proposers must provide narratives describing experience with HUD-funded projects, HUD regulatory compliance, and Louisville Metro programs; staff availability and professional resumes; and expected hourly payment. Required submission materials also include vendor information, W-9, Ban the Box compliance, cybersecurity risk assessment or SOC Type 2 audit report, federal certifications and terms, acknowledgements and preferences, and applicable Human Relations Commission good-faith-effort documentation. Evaluation is based on HUD project experience, regulatory compliance experience, staff availability, hourly pricing, and Metro program experience.
